The Department of Water Resources (DWR) has a formal process in which it manages incoming Project Solicitation of Views (SOVs) and Environmental Review (ER) requests. The agency utilizes a central project review routing system so that each project goes to necessary experts within the agency for comments. These comments then get compiled in a response back to you.
How to Submit
SOVs and ER requests should be submitted by one of the following two methods.
The preferred method is submitting your request by e-mail.

Please include an appropriately scaled descriptive map for the project if appropriate.
Timeline for Agency Response
DWR’s goal is to turn reviews around as quickly as possible. From the time a complete and reviewable application is received, the DWR goal is a 30-day response time. DWR also understands that in certain cases your needs may be quicker, DWR will try to accommodate but cannot guarantee all requests will be achieved in the time frame requested.
